The most cost-effective way to end poverty in Africa is to move people into high-productivity jobs.
Two mechanisms do this at scale, and the evidence base for both is overwhelming.

Export Manufacturing
Moving workers from subsistence farming to value-added manufacturing raises household income ~5× and upgrades skills, infrastructure, and the tax base with it.

International Labour Mobility
Moving a worker from a low-income country to a high-income country raises earnings 5–30x: the single largest income gain available anywhere in development economics.
